因本项目第一次采购公告获取谈判文件供应商不足2家，现做出如下延期变更：
As fewer than 2 suppliers obtained the negotiation documents after the release of the first procurement announcement for this project, the following extension and amendments are hereby made:
变更事项1：原采购公告获取谈判文件时间：北京时间2026年7月30日至2026年8月4日。现变更为：北京时间2026年8月5日至2026年8月13日。
Amendment 1:The original period for obtaining negotiation documents specified in the procurement announcement was Beijing Time, July 30, 2026-August 4, 2026.
It is now revised to: Beijing Time, August 5, 2026-August 13, 2026.
变更事项2：原采购公告响应文件递交的截止时间（报价截止时间）为2026年8月6日9时00分。现变更为：2026年8月17日16时00分。
Amendment 2:The original deadline for submission of response documents (bidding quotation deadline) set out in the procurement announcement was 09:00 on August 6, 2026 (Beijing Time).

中国南方航空股份有限公司(以下简称“采购人”)现对南航2026-2029年度亚的斯亚贝巴驻勤酒店服务采购项目进行谈判采购。
China Southern Airlines Co.,Ltd. (hereafter referred to as “Airline”) is announcing to launch the Addis Ababa Aircrew Accommodation Service Procurement Project for 2026-2029. Please find the details as follows:
1.1 项目名称：南航2026-2029年度亚的斯亚贝巴驻勤酒店服务采购项目。

1.5.1本次采购1家合作酒店，主要负责根据南航航班运行计划安排，为执行航班任务的机组人员在当地提供酒店客房住宿、餐食（包括早、午及晚餐）、制服清洗等异地驻勤服务保障；中选供应商应关注南航航班计划，根据采购人预订信息做好房间预留以及相关服务。
The project is looking for one hotel candidate to provide Accommodation Service, F&B service (including Breakfast, Lunch and Dinner), Laundry service for the crew members who are executing flight missions according to the flight schedule of Airline. Hotel shall monitor the flight operation of Airline and prepare the room and other services according to Airline's reservation detail.

Laundry and transportation fees shall not be subject to price caps. Where the room rate excludes laundry and transportation charges, the aggregate of the room rate, laundry fees and transportation fees shall not exceed ceiling price of guest rooms
2、以上均为含税价。因当地税务政策变化导致增值税率发生变化时，按新的增值税率执行，协议价=协议签订时的不含税价*(1+新税率)。协议签订时的不含税价＝(协议约定的含税价、价外费用)/(1+协议签订时适用的税率)。
The ceiling prices mentioned above include taxes and all other extra charges such as services charge. In case the local government adjusts the taxes ratio, these will be amended by the supplier accordingly after written notification to Airline. The new contract rate will be calculated based on the original contract rate plus new taxes ratio.
3、本项目采用框架（无固定总金额）采购模式。供应商必须对全部内容进行报价，如有缺漏或超过最高限价（单价）的报价，将导致报价无效。本次采购数量和对应的总价仅为初步的预估上限，不视为采购人对成交供应商作出任何必然采购或采购金额的承诺，合同期内的采购数量可能会有所增减，采购人有权按实际需要调整，最终采购数量以采购人实际采购需求、订单为准，并按实际交易数量进行结算。除符合法律、法规、政府政策等规定的以外，采购单价不再进行调整。
This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. Based on the estimated amount and quantity of this purchase, Airline has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.
4、如出现供应商报价的货币与上述限价货币不一致时，供应商报价将按照报名文件递交截止当天中国人民银行公布的汇率中间价换算为上述限价货币作为评审依据。
If the currency quoted by the supplier is inconsistent with above currency specified in the ceiling price, the quotation will be converted to above currency based on the central parity rate announced by the People's Bank of China on the deadline for submission of registration documents, which will serve as the basis for evaluation.
5、如报价涉及多年度报价、报价按照预订房间数阶梯递进，取多年度报价和阶梯递进报价的平均价不得超过限价。
Where the quotation involves multi-year quotations or tiered pricing based on the number of booked rooms, the average of the multi-year quotations and tiered pricing shall not exceed the ceiling price.

1.7本项目提供的服务应符合当地现行各项安全管理相关法律、法规、规章、政策和管理规范等规定及要求。本项目鼓励使用低碳、新能源、节能、环保产品。
The services provided by this project shall comply with the current effective local laws, regulations, rules, policies and requirements etc. related to safety management. This project encourages the use of low-carbon, clean energy, energy-saving and green products.
参加本项目报价的供应商必须符合下列要求：
The supplier who bidding for this tender must meet the following requirements:
2.1 供应商必须是合法有效注册的酒店，具备当地政府承认合法有效的资质文件。
The supplier must be a legally and validly registered hotel with legal and valid qualification documents recognized by the local government.
2.2 酒店距离所在地机场航站楼车程时间在30分钟（含）以内。
The hotel is within 30 minutes (inclusive) of the local airport terminal.
2.3 供应商应当购买相关保险且保额能够覆盖在履行合同义务过程中可能产生的任何索赔。
Supplier shall maintain insurance sufficient to cover any claims or liabilities which may reasonably arise out of or relate to its obligations under Agreement.
2.4 酒店须设有24小时安全监控，并有存档记录以供查看。
The hotel has set 24 hour CCTV,.,and CCTV record should be kept for reviewing.
2.5 酒店可提供满足机组查询航班任务需求的网络。
The hotel provides access to the internet to meet the needs of flight crew members who need to check flight schedules and related information.
2.6 酒店客房有独立卫生间，卫生间内干湿分离，配有防滑设备。
The hotel rooms have en-suite bathrooms with wet and dry area separated, and are equipped with anti-slip equipment.
2.7 酒店可提供机组人员使用的健身设施或设备。
Fitness facilities or equipment available for crew use.
2.8 酒店须配备餐厅或咖啡厅，能提供早、午、晚餐堂食服务。
The hotel must be equipped with a restaurant or café, which can provide breakfast, lunch and dinner dine-in service.
2.9 酒店须配备洗衣服务。
The hotel must provide laundry service .
2.10 酒店须提供所在地机场候机楼至酒店之间的交通服务；酒店保障机组一人一座，同时可容纳机组行李或行李拖车；南航机组专车专用，按约定时间接送机组。
The hotel must provide round-trip transportation services between ADD Airport terminal and hotel and the hotel shall guarantee one seat per crew member and ensure that the vehicle can accommodate all crew luggage as well as luggage carts. Furthermore, the China Southern Airlines-dedicated vehicle shall pick up and dro p off the crew strictly according to the agreed schedule.
2.11 被列入南航集团“禁止交易企业名单”的企业，不得参与本次谈判。
The supplier who is listed in the “prohibited list of trading” of China Southern Airline shall not participate in this tender.
2.12 被列入南航集团“限制交易供应商名单”且仍在限制期内的法人或其他组织不得参与本次谈判。
Legal person (The Owner of supplier) or other organizations who is listed in the "restricted list of suppliers" of China Southern Airline and still within the restricted period shall not participate in this tender.
未通过上述资格要求审查的供应商不具备谈判资格，（谈判小组）评审委员会有权认定其不具备谈判参与资格；任何时候发现供应商提交的相关文件、证明材料或承诺系伪造、变造或捏造的，将取消其成交供应商资格并列入南航集团限制交易供应商名单——视为其已主动放弃自本次谈判采购之日起3年内参加南航集团任何采购方式下任何项目的采购活动。
Suppliers who fail to meet the above qualification requirements will not be permitted to participate in the negotiation process. Airline has the right to determine whether a supplier is qualified for participating in this tender. If the relevant documents, supporting materials or commitments submitted by the supplier are forged, altered or fabricated,the supplier’s qualification of the contract will be revoked and the supplier will be placed on the "restricted list of suppliers" of Airline - it will be deemed that suppliers have voluntarily given up participating in any procurement activities of Airline within 3 years from the date of this negotiation procurement.
3.1 获取谈判文件时间：北京时间2026年8月5日至2026年8月13日；请务必在此期间获取谈判文件，否则将无法参与本次谈判。
Procurement document is available from Augus 5 to August 13, 2026 (Beijing Time).Please obtain the document during this period, to ensure to be eligible for participation in this bidding.
3.2 获取谈判文件方式：邮件联系采购人，由采购人通过邮件发送采购文件，联系方式详见第5条。

4.1 响应报价递交的截止时间（第一次报价截止时间）为2026年8月17日16时00分，供应商应在截止时间前通过电子邮件递交响应报价。
Supplier must submit the response document to Airline by 【16:00 PM on August 17, 2026】 via EMAIL.
4.2 逾期提交的响应报价，采购人将予以拒收。
The response document submitted after above deadline will be deemed as invalid.
