广东省机电设备招标中心（以下简称“招标代理机构”）受广汽汇理汽车金融有限公司（以下简称“招标人”）的委托，就广汽汇理汽车金融有限公司信息科技应急计划的方案征询项目（招标编号：GMTC133BQFG0168BO）进行公开招标，诚邀合格国内投标人提交密封投标。有关事项如下：
Guangdong Machinery & Electric Equipment Tendering Center (hereinafter referred to as "Tender Agency") is consigned by GAC-SOFINCO Automobile Finance Co.,Ltd. (hereinafter referred to as "Tenderee") and invites eligible bidders to submit the sealed bidding document aimed at the following project of Information Technology Contingency Plan of GAC-SOFINCO Automobile Finance Co.,Ltd for open tender . (Tender reference: GMTC133BQFG0168BO), and hereby sincerely invite the qualified domestic bidder for tendering with tendering document sealed up. Relevant issues are as follows:
1. 本次招标的内容：广汽汇理汽车金融有限公司信息科技应急计划的方案征询项目

Tender: Consulting Project of GSAFC IT Contingency Plan
(please refer to the tender document for further details)
服务时间：第一阶段：设计，规划，数据级灾备的实施和初次测试演练（直至2014年第二季）；
第二阶段：应用级灾备的实施和第二次演练测试（直至2015年第一季）。
Service Time: Phase One: design, plan, the implementation of the data level backup for disaster recovery and the first drill (till the second quarter of 2014);
Phase Two: the implementation of backup for disaster recovery at application level and the second drill (till the first quarter of 2015).
2. 合格的投标人
Eligible bidder conditions
1) 具有独立承担民事责任能力的在中华人民共和国境内注册的法人或其他组织，有合法的经营权；
The bidder must be a legal person registered within the territory of the People’s Republic of China with independent civil ability and legal management right.
2) 2011年至今承担过的类似项目1个或以上（提供正式合同或验收报告复印件加盖公章）。
The experience of carrying out at least one similar project from 2011 to date (the photocopy of the formal contract and acceptance report with official seal should be provided).
3. 招标文件的获取时间、地点及价格：
Obtaining time, place and price of tendering document:
获取时间：2013年11月12日起每天（节假日除外），上午9:00至下午17:00；
Obtaining time: Start from Nov. 12th, 2013 (except for holidays); between 9:00 and 17:00 every day.
获取地点：广州市东风中路515号东照大厦，广东省机电设备招标中心三楼售标书处；
Obtaining place: Tender Office of Guangdong Machinery & Electric Equipment Tendering Center, 3F Dongzhao Mansion, No. 515 Dongfeng Central Road, Guangzhou.
价格：500元人民币，售后不退，邮购须另加50元人民币。
Price: RMB 500 Yuan. The tendering document is not returnable after being sold; RMB 50 Yuan is charged for mail order.
4. 投标文件的递交时间、递交截止时间和递交地点：
Delivery time, deadline and place of bidding document:
递交时间：2013年12月3日9:00～9:30；
Delivery time: from 9:00 to 9:30 on s.
递交截止时间：2013年12月3日9:30；
Delivery deadline: 9:30 on Dec. 3nd, 2013.
递交地点：广州市东风中路515号东照大厦三楼南区307（1号开评标室）。
Place of delivery: No.1 Bid opening and evaluation room, the third Floor, Guangdong Machinery & Electric Equipment Tendering Center, Dongzhao Mansion, No. 515 Dongfeng Central Road, Guangzhou.
5. 投标人必须按招标文件规定的方式及金额提交投标保证金。
The bidder must submit the bid security according to the methods and amount in the tendering document.
6. 兹定于下列时间和地点公开开标。
The bid is open according to the following time and place.
开标时间：2013年12月3日9:30；
Bid opening time: 9:30 on Dec. 3nd, 2013.
开标地点：广州市东风中路515号东照大厦三楼南区307（1号开评标室）。

7. 招标人和招标代理机构将不承担投标人准备投标文件和递交投标文件以及参加本次投标活动所发生的任何成本或费用。
The tenderee and tender agency do not bear any cost or expense occurred to the bidder in preparation and submittal of bidding document and participation in the bidding activities.
